Some Florida state parks have told photographers they have to have a Commercial Photography permit in order to photograph in the parks. The permits are very expensive, so Steve Neff wrote Governor Bush and asked for clarification on the regulations. Here's the reply he received:


Dear Mr. Neff:

 
Thank you for your recent email and interest in Florida State Parks.
 
I am able to offer some good news regarding your state park Commercial Photography Permit concerns.  There have been some revisions with our policy and providing your presence does not require additional services or special accommodations outside normal park operations, a commercial photography permit is not necessary.  If any concessions need to be made (i.e: the closing of an area, disruption of the park or programs etc.) a permit and contract will be required.  I hope this information helps and that you may find many rewarding experiences photographing in Florida's State Parks.
 
 
Photography: Private and commercial photography are allowed in state parks, except that commercial photography, such as motion picture productions, shall require a contract with the Division if they will disrupt normal park operations, adversely impact the park’s resources, or disrupt the public’s normal enjoyment of the park. Such activities shall be designed to avoid alteration of an irreplaceable natural resource, take of a threatened or endangered species, or disruption of wildlife habitat, foraging, nesting or resting areas. The terms of the contract shall be negotiated with the Division and must result in a net positive benefit to the park, including reasonable compensation for use of public lands. This subsection is not intended to, and shall not, impair any constitutional right of free speech.
 
Commercial Photography Fees
 
Sill Photography Permit (per park)
    Park Operating Hours - $50.00
    After-Hours - $80.00
    Annual Permit (includes after-hours use) - $400.00
 
Motion Pictures & TV Production
    1-10 hours - $500.00
    Over 10 hours - $1.000.00
